About the Role

Our client GMS, is seeking a resourceful and forward thinking success manager. Successful candidates will develop creative capture strategies and facilitate the preparation of winning proposals for our government clients. The Capture Manager will be accountable for bid analysis, compliance matrix development, capture, pricing strategies, and bid response for programmatic and technical RFIs/RFPs.

Position Details:

Essential Functions and Job Responsibilities

Duties and responsibilities will include, but are not limited to:

  • Develop capture plans, formulate a winning capture strategy, recommend and manage the resources necessary to execute the capture plan

  • Serve as the lead architect for external teaming arrangements and team partner roles to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers

  • Lead development of competitive assessments, discriminators and key win themes, capabilities gap analysis, price to win, and overall win strategy/value proposition

  • Develop compelling solutions and proposals (management, technical, past performance, executive summaries) that are easily understood by both technical and non-technical audiences

  • Respond to highly complex, technical RFPs by working with SMEs and partners to develop solutions, win themes, and strategies that resonate with customers and yield results

  • Manage messaging, communications, and activities for optimizing win probability

  • Ensure quality, compliant documents are produced within established milestones

  • Hold responsibility for cross-functional leadership of all aspects of capture management for the strategic opportunities identified and agreed upon by BD team

Minimum Requirements:

  • A Bachelor's degree and relevant, progressive capture experience

  • Performance as a Capture Manager or in a lead capture role on at least 3 winning procurements with individual values greater than $20M each (single award contracts or task orders)

  • Full knowledge of FAR, BPAs, IDIQs, contract vehicles and teaming agreements

  • Excellent consensus building skills with ability to coordinate a matrixed, dynamic team

  • Demonstrated ability to build relationships across all levels of the organization and with customers

  • Proven track record working on and capturing major programs

  • Experience with a large Federal contractor, specifically in leading large, complex proposals is required

  • Self-starter; able to work with minimal direction to meet deadlines while handling multiple projects simultaneously

  • Strong analytical skills

  • Excellent verbal and written communications skills with the ability to develop and present complex information in a clear and simple format

  • Experience with Federal healthcare, health support services and health IT


Additional Desired Qualifications:

  • Department of Veterans Affairs, Defense Health Agency and/or Centers for Medicare and Medicaid experience, a plus
